Summary of the bill.
The bill proposes a mandatory system of automatic compensation for users affected by prolonged, repeated or unjustified interruptions of public services. It sets bill credits according to the length of an interruption, additional measures for certain affected users, and recordkeeping, disclosure and monitoring duties for service providers. It also provides penalties for noncompliance and rules on force majeure and contractual clauses.
