Summary of the bill.
The draft bill proposes prior assessment of increases in the final amount paid by users of regulated electricity tariffs. The assessment covers distribution and retail supply tariffs; it assigns assessment, public consultation and reasoned decisions to the National Public Services Authority (Autoridad Nacional de los Servicios Públicos, ASEP), requires information on costs and impacts, provides for refunds and penalties, and adds the procedure to Law 6 of February 3, 1997.
