Summary of the bill.
The draft bill proposes a state program to help low-income Panamanian families buy their first new social interest home. The program would provide a single, nonrepayable subsidy. It sets eligibility requirements, contribution percentages based on family income, a budget allocation for each subsidy certificate, beneficiary and eligible project registers, and duties concerning payment, supervision and oversight.
