The bill proposes transparency rules for resources obtained through activities involving students at public schools in the Republic of Panama. The rules cover recordkeeping and accountability for resources from fundraising or self-financing activities, make participation voluntary and prevent contributions of money or goods from affecting grades or other academic benefits. It also provides for oversight, complaints and sanctions administered by the Ministry of Education (Ministerio de Educación).
