Summary of the bill.
The draft bill proposes a national plebiscite on the Republic of Panama’s continued membership in the Central American Parliament. Citizens would vote on that question concerning the Central American Parliament (Parlamento Centroamericano, PARLACEN). It assigns the Electoral Tribunal (Tribunal Electoral) responsibility for setting the date, organizing and funding the vote, and publishing a nonbinding result. It also refers to the Electoral Code (Código ElectoraL) for voting, campaign and publicity rules.
