Summary of the bill.
The draft bill sets procedures to identify and declare ownerless immovable property and movable property without an identifiable owner. It also provides for incorporating eligible assets into municipal property. Municipalities could investigate assets regardless of value, but municipal councils could declare and acquire only those valued below 10,000 balboas. The bill sets out registry checks, public notice, objections, registration, administration, and oversight.
