Summary of the bill.
The draft bill adds nonprofit community organizations that supply drinking water to the customers eligible for an electricity subsidy. It sets their basic or subsistence consumption limit at 1,500 kWh per 30 calendar days, exempts them from the contribution that funds the subsidy within that limit, and requires annual certification from the Ministry of Health (Ministerio de Salud).
