Summary of the bill.
The draft bill would bring the prevention of criminal recruitment of children and adolescents into the child protection system. Law 285 of 2022 established that system. The bill creates a technical working group, an early warning and intervention protocol, and a fund for prevention programs. It also amends the Criminal Code to address gang activity and penalize the recruitment or use of minors by criminal organizations.
