The draft bill would require private healthcare facilities to provide a free medical report immediately when transferring or referring patients. The transfer or referral would be to another facility. It also provides that no facility could make the release of clinical information conditional on administrative or financial matters, and assigns the Ministry of Health responsibility for setting the report’s format and delivery procedure.
