Summary of the bill.
The bill proposes to protect quincha, earthen and adobe houses as cultural heritage and recognize their building techniques. It recognizes the collaborative work of the Junta de Embarra/ Embarre as intangible heritage. It establishes a register and inventory, rules for conserving and altering these structures, training programs and incentives, and penalties for their destruction or alteration.
