Summary of the bill.
The bill would amend the public-private partnership framework established by Law 93 of September 19, 2019. It would allow publicly or privately originated projects, revise institutional responsibilities, adjust project studies and tendering, and regulate contract terms. It would also create a fund to finance program functions and a technical career system for staff of the National PPP Secretariat (Secretaría Nacional de APP).
