The bill creates a state designation as a Laboratory of National Interest for public interest associations engaged in scientific research. The designation also covers technological development and innovation and sets eligibility requirements, periodic assessments, and transparency and performance duties. It also provides for incentives, cooperation with universities and rules for withdrawing the designation.
