Summary of the bill.
The bill reorganizes the National Research System (Sistema Nacional de Investigación, SNI) as a public program. It would operate through a public interest association and proposes to recognize researchers, research groups and research centers through peer review, financial incentives and distinctions. It also sets out funding sources, a duty to provide scientific advice in specified circumstances, and a transition from the organization established under Law 56 of 2007.
