Summary of the bill.
The draft bill proposes access to social housing programs without requiring a registered property title for consideration. By adding Article 2-A to Law 61 of October 23, 2009, it provides that the absence of a title would not, by itself, prevent a person or family from being considered. During declared emergencies caused by natural disasters, the location of an affected home within a protected area would likewise not, by itself, justify denying consideration or a housing solution.
