Summary of the bill.
The draft bill proposes amending the Penal Code to penalize a public servant who receives state pay without providing the corresponding service. The penalty would also cover a servant who accepts an appointment without providing that service and without just cause. It proposes a prison sentence for a public servant who makes an appointment for that purpose. The prescribed sentences increase according to the financial loss suffered by the State and, for the person making the appointment, when that person seeks to receive part of the appointee’s salary.
