The bill proposes changes to the criminal treatment of theft and robbery committed in schools, health centers, and public or private hospitals. It includes those places in a theft provision carrying five to ten years’ imprisonment and in a robbery penalty increase. It would also bar specified procedural agreements for defendants accused of theft or robbery committed at those facilities.
