Summary of the bill.
The draft bill proposes placing the Public Defense Institute under the Office of the Ombudsperson to organize public defense services. The Office of the Ombudsperson (Defensoría del Pueblo) would direct, administer and coordinate the Public Defense Institute (Instituto de Defensa Pública). It sets rules for appointing and defining the duties of the National Directorate of Public Defense (Dirección Nacional de Defensa Pública), appointing public defenders, protecting their independence when providing legal defense, and allocating resources to the service.
