Summary of the bill.
The bill would require a mental health certificate for people over seventy (70) years of age carrying out legal acts of particular significance in Panama. It sets out who must issue the certificate, which capacities and conditions must be assessed, what information it must contain, and how informed consent and the confidentiality of health data must be protected.
