The draft bill requires people convicted by a final judgment of public administration offenses to return public money, property and resources in full. The obligation covers public money, property and resources that were appropriated, diverted or improperly used. It establishes asset recovery mechanisms, collection of the resulting debt, disqualification from public office and state contracting, and removal from bidder and supplier registries.
