The bill proposes automatic adjustments to internet and electricity bills when outages or intermittent service exceed the prescribed limits. It sets rules for calculating adjustments, filing complaints, oversight, and penalties, and assigns the authorities responsibility for defining quality standards and handling complaints. It also proposes adding a requirement for providers to make automatic adjustments to Law 45 of 2007.
