Summary of the bill.
The bill proposes to bar state entities from using public funds to buy or pay for private insurance for public officials and employees. It also establishes a penalty for anyone who authorizes, arranges or carries out such purchases and directs the budgeted funds toward health care investments and the strengthening of the national education system.
