Summary of the bill.
The bill proposes a private register of identifying data on accounts and financial assets for queries connected with criminal investigations. The Superintendency of Banks of Panama (Superintendencia de Bancos de Panamá) would administer it. It sets data submission duties for financial entities, access conditions, security measures, supervision and penalties. It also establishes principles for the anti-money laundering system and provides for implementation and accountability measures.
