Summary of the bill.
The bill revises consumer protection in real estate transactions through warranties, construction price controls and arbitration. It proposes duties concerning contracts, delivery, repayment of deposits and liability for defects, together with bonds securing payments and claims. It also subjects price increases for new homes to mandatory verification by the Authority and regulates arbitration of real estate disputes.
