Summary of the bill.
The draft bill proposes flexible and staggered work schedules for public entities and certain private companies. Those companies are located in areas of heavy traffic congestion and, like the public entities, would have to prepare workplace mobility plans subject to approval and monitoring, with penalties for noncompliance. It also provides for trade unions, business associations and civil society to participate in developing the proposed rules.
