Summary of the bill.
The draft bill proposes mandatory comprehensive audits of State concessions, including public-private partnerships and other arrangements. The other arrangements concern the operation of public assets or services. It provides for assessments before award, during performance and before contractual changes, and makes granting entities responsible for documenting results and explaining decisions on continuation, amendment, suspension, termination or extension.
