Summary of the bill.
The draft bill proposes public-private partnerships for drinking water and wastewater infrastructure projects. It amends the scope of Law 93 of September 19, 2019 and allows the National Water and Sewerage Institute to undertake those projects. It limits the subject matter of the contracts, preserves public ownership and water resource rights, and retains tariff regulation and the requirement that contracts receive the Comptroller’s countersignature.
