Summary of the bill.
The draft bill proposes to protect users of public telecommunications services from changes to the essential terms of their contracts. It regulates bundled services, the retention of plans, advance information, and user consent. It also establishes complaint procedures, oversight powers, and corrective measures, and adds user rights to Law 31 of February 8, 1996.
